A 33-year-old Carroll woman was arrested last week after a police officer allegedly found her shouting without pants or underwear in an apartment complex hallway.

Someone reported on June 13 that a woman had attempted to take down at least one U.S. flag from a pole along U.S. Highway 30 near the Morrison Apartment building at 1147 E. 6th St. The flags had been put up by local Boy Scouts.

An officer who responded to the report heard shouting inside the building, police Capt. Mark Heino said.

"He went in to investigate that, and that's when he ran into a woman. She was screaming and hollering," Heino said. "Apparently, she had a top on but nothing else."

The woman, Jennifer Sue Brown, who lives in the building, allegedly kicked an apartment door and resisted arrest. She was charged with disorderly conduct, public intoxication and interference with official acts about 7:55 p.m.

A police report alleges that she was intoxicated by alcohol and another drug.

Later, at Carroll County Jail, she allegedly kicked a police officer and was charged with assault on a peace officer, a serious misdemeanor punishable by up to one year in jail.
