Naked man arrested for public intoxication

A 46-year-old Carroll man was arrested Tuesday afternoon when he was allegedly seen naked and drunk just east of the Carroll County courthouse.
Glenn Arthur Higby was charged with public intoxication about 1:10 p.m.
Witnesses to the incident said Higby walked from an apartment building to a van parked on Court Street and tried to open a van door. It was locked.
Higby then allegedly walked back into the building but came outside again.
"He didn't even have socks or anything," said Brianne Goins, a Daily Times Herald employee who reported the incident to police.
Goins and other witnesses were puzzled by the man's nudity. It was a colder day, with a high of 66 degrees. Plus, the Carroll County Sheriff's office and police department are nearby.
"I didn't know what was going on with him," another witness, Nick Kanne, said.
Kanne was returning to work from lunch at the time and decided not to approach the man.
"You see people on TV like that who are on drugs or are having some mental health issue," he explained.
It's not clear why the man chose no clothes that day, Carroll Police Capt. Mark Heino said.
"Our officers asked why he was naked," Heino said. "He said he didn't really know why."
Higby allegedly tried to hide in the lobby of the apartment building when he saw an officer, who followed the man inside and cuffed him.
Heino said Higby was not charged with indecent exposure because there was no apparent sexual motivation in the alleged crime.
"We occasionally get calls on naked people, but usually it has something to do with a mental-health issue," Heino said.
