Carroll City Councilman Jerry Fleshner, a veteran of local public service who represents the full city in one of the two art-large seats in municipal government, this morning filed papers for re-election.

Fleshner, 60, a former Carroll Community School Board member, is seeking his second, four-year term on the City Council.

“I chose to run again because there is a learning curve in something like this to get correct experience,” Fleshner said. “I now have that experience.”

Fleshner turned in his nomination papers within hours of the filing period opening this morning. Candidates for city office have until 5 p.m. Thursday, Sept. 21, to file with the Carroll County Auditor’s Office.

The mayor’s seat, now held by Dr. Eric Jensen, is up for election — as it is every two years. First Ward Councilman Michael Kots and 3rd Ward Councilman Clay Haley also face re-election bids.

As for Fleshner, he sees redevelopment of the Carroll Recreation Center, planning for a new streets maintenance building and the construction of a modern library as top-tier priorities.

“Those are focuses that we as a council have identified as being priority items,” Fleshner said. “We would continue working on those.”

Fleshner said he supports improvement of the Rec Center, but adds that is too early to fund any plan.

“It’s definitely time to look at improving the Rec Center because it’s been stagnant for quite some time,” Fleshner said.

Same goes for the maintenance garage.

“We are also in the planning stage for that,” Fleshner said.

The council is already involved in planning for the library following the passage of a referendum Aug. 1, one that earned 62 percent voter approval.

“We know that the will of the people is to do this project,” Fleshner said. “Now we have to go about doing it in the right way and still be aware of financial restraints that we have.”

Fleshner said he personally voted in favor of the referendum after some initial skepticism.

The substantial private donations linked to the $6.8 million project, which will also improve City Hall, swayed him, Fleshner said.

“I was pleased to see that the vote passed as it did,” he said.

Fleshner, 1943 Lois Ave., is owner of the Lincoln Highway Pharmacy and Clinic Pharmacy of Carroll, the latter located at St. Anthony Regional Hospital.

A Carroll High School and University of Iowa alum, Fleshner has three children: Jessica, 35, a chemistry teacher in San Diego, California; Dr. Brian Fleshner, 33, a Carroll resident who operates his own dental practice in Audubon; and Matthew Fleshner, a pharmacist who works with his father in Carroll.

Fleshner served on the Carroll school board for seven years before winning election to the council seat in 2013.

The mayor’s salary is $4,800 annually. Council members are paid $2,400 each year.
