Council approves 2.5% increase for city staff
Police union receives same increase under plan, firefighters to get $2 bump per call

The City of Carroll's non-union administrators and staff received a 2.5 percent salary increase under a plan the council approved Tuesday night.
The employees will see a 1 percent salary increase effective July 1, followed by a 1.5 percent increase Jan. 1, 2014.
City Council members factored the raises into the recently approved budget for fiscal year 2013-2014.
As of July 1, 2013, the salaries for the following city employees will be: City Manager Gerald Clausen, $103,492; City Engineer Randy Krauel, $89,807; Police Chief Jeff Cayler, $77,834; Finance Director Laura Schaefer, $69,281; Carroll Public Library Director Kelly Fischbach, $67,071; and Parks and Recreation Director Jack Wardell, $65,860.
Employees represented by the Public Works Union, which includes streets and water and parks and recreation departments people, will receive an increase of 50 cents per hour on July 1.
Police officers will make between $18.83 and $23.54 an hour depending on their experience. Ten patrol officers are covered under the union contract. Higher ranking officials in the department are covered under the non-union arrangement.
Lifeguards will make between $7.75 and $9.75 an hour based on experience and training.
Carroll's volunteer firefighters will receive $10 per call, up from $8, as of July 1.
Volunteer Fire Chief Greg Schreck will receive a 2.5 percent raise on July 1, putting him at $4,785. Schreck is also the chief building and fire safety official, a position that will earn him $59,018.
The city employs 61 people full time. At its staffing height, during the summer, the city employs 93 part-time people.
Council members receive $2,400 annually, and Mayor Adam Schweers makes $4,800 a year.
The budget for next fiscal year includes $3.5 million for city salaries and wages. That's 21 percent of the $16.4 million budget for the fiscal year that starts July 1.
The salary packages approved Tuesday do not include health care. The city expects to spend roughly $663,000 on health insurance this coming fiscal year, up from $578,000 in the current one.
