A 62-year-old Manning man is accused of firing at least three bullets from his car into the unoccupied car of an acquaintance in the 900 block of North West Street on Wednesday in Carroll.

Clifton Bruce Napier is charged with reckless use of a firearm, criminal mischief, second-offense OWI and having an open container of alcohol in his vehicle, according to Police Chief Brad Burke.

The shooting was reported about 7:45 p.m.

Witnesses identified Napier’s vehicle, and the owner of the car that was shot identified Napier as a potential suspect.

Burke said it’s yet unclear what might have incited the shooting. Napier is accused of firing at least three shots from a 9mm semiautomatic handgun. Investigators haven’t yet confirmed whether Napier has a permit to carry a loaded weapon in public.

Napier was arrested by an Iowa State patrolman about 9:15 p.m. on Iowa Highway 141 near Templeton. A test of his breath revealed his blood-alcohol concentration was .195 percent, which is more than double the legal limit to drive.

Napier had a cold, mostly full, 24-ounce can of alcohol with him, court records show.
